What this amendment would do
SA 3627, submitted by Mr. Risch, aims to add Section 1265 to bill S. 2296. The purpose is to limit United States support for Ghana at the International Monetary Fund (IMF) until United States businesses are paid.
-
Payment Requirements: The Secretary of the Treasury must direct the United States Executive Director to the IMF to oppose any grants, loans, credits, or other financial assistance to Ghana. This opposition continues until the Secretary of State certifies that assistance includes conditions for Ghana to settle all verified financial obligations to United States businesses and establish verifiable payment terms.
-
Verification Terms: Verifiable payment terms must include a clear payment schedule, independent confirmation of payments, and assurances that these payments are prioritized.
-
Accountability and Monitoring: The Secretary of the Treasury and the Secretary of State must provide the following:
- A determination every 180 days (starting 90 days after enactment) on whether Ghana is meeting its commitments to repay United States businesses.
- A report every 180 days to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs detailing the status of obligations owed, actions taken by the U.S. Executive Director to the IMF, and Ghana's progress in meeting payment obligations.
