What this amendment would do
SA 3626, submitted by Mr. Risch, aims to add a new section to bill S. 2296. The purpose of this amendment is to require an assessment of two specific African armed groups to see if they should be designated as foreign terrorist organizations.
The amendment changes the bill by adding the following requirements:
-
The Secretary of State, consulting with the Attorney General and the Secretary of the Treasury, must assess if the Mouvement Du 23 Mars (M23) in the Democratic Republic of Congo and the Rapid Support Forces (RSF) in Sudan meet the criteria for foreign terrorist organization designation.
-
The Secretary of State must provide a classified report with the results of this assessment to specific congressional committees within 90 days after the Act is enacted.
