What this amendment would do

The proposed amendment, titled the Enhanced Iran Sanctions Act of 2025, aims to add a new section to title XII of bill S. 2296. Its purpose is to strengthen the United States' ability to stop the Islamic Republic of Iran from acquiring nuclear weapons, developing missiles and drones, and supporting global terrorism.

The amendment seeks to achieve these goals by adding the following to the bill:

  • Sanctions on Energy Transactions: It allows the President to impose sanctions on foreign persons (including banks, insurance providers, and pipeline facilities) who knowingly engage in the processing, export, or sale of Iranian oil, gas, liquefied natural gas, or petrochemical products.

  • Types of Penalties: The proposed sanctions include:

    • Blocking property and interests in property located in or controlled by the United States.
    • Making targeted individuals inadmissible to the United States, making them ineligible for visas, and revoking any current visas they may hold.
  • New Oversight and Coordination: It allows for the creation of an Interagency Working Group on Iranian Sanctions. This group would work to establish a multilateral contact group with other nations to share information on sanctions evasion and coordinate measures to stop Iranian activities like uranium enrichment and ballistic missile production.

  • Private Sector Reporting: It amends the State Department Basic Authorities Act of 1956 to include the identification of persons engaged in sanctionable activities or those attempting to evade sanctions using proceeds from Iranian energy products.
