What this amendment would do
This amendment aims to add a new subtitle to bill S. 2296 to create an independent group called the Western Hemisphere Drug Policy Commission.
The purpose of this commission is to perform a full review of U.S. foreign policy in the Western Hemisphere. It aims to find ways to reduce drug abuse and the supply of illicit drugs, as well as lower the damage caused by drug trafficking and markets.
The commission is tasked with the following:
- Evaluating Policies: It will review U.S.-funded programs such as crop eradication, drug interdiction, and training for police and justice sectors. It will also look at the impact of assistance programs in Mexico, Colombia, and the Caribbean and Central America.
- Analyzing Risks: The review includes looking at how drug trafficking links to human smuggling, human trafficking, and terrorist activities globally.
- Financial Oversight: It will evaluate efforts to stop money laundering and keep drug trafficking profits out of the U.S. financial system.
- Reporting: Within 18 months of its first meeting, the commission must submit a public report with findings and recommendations to Congress and specific executive offices.
The commission will consist of 10 members appointed by the Senate leaders, House leaders, and the President. To ensure independence, the amendment prohibits Members of Congress or government officials from serving on the commission.
