What this amendment would do
SA 3619, submitted by Mr. Risch, aims to add a new section to bill S. 2296 (the fiscal year 2026 military and energy authorizations bill) that requires the government to report on the Maduro regime in Venezuela.
The purpose of this amendment is to mandate that the Secretary of Defense, working with the Secretary of State and other relevant Federal agencies, submit a report to Congress. This report must be delivered within 90 days of the Act's enactment and then every year for 10 years.
The report must include:
- An assessment of how the Maduro regime provides safe haven to, supports, and protects foreign terrorist organizations and transnational criminal organizations.
- A list of those organizations operating within Venezuela.
- Assessments of the relations between these organizations and the security forces of Venezuela and senior members of the regime.
- Descriptions and assessments of illicit finance flows and narcotics flows entering, moving within, and leaving Venezuela.
- An evaluation of whether the Maduro regime's counter-narcotics efforts are credible.
- Assessments on how these relations affect United States security and economic interests in the Caribbean and counter-narcotics efforts and agreements in Colombia.
- An assessment of the Ejercito de Liberacion Nacional (ELN) involvement in criminal activities and its effect on Cuba's relations with the ELN.
- An evaluation of whether the Maduro regime meets the criteria to be designated as a specially designated global terrorist and how that would relate to Executive Order 13224 and Executive Order 14157.
