What this amendment would do
This amendment, submitted by Mr. Risch, aims to add a new subtitle called the Deter PRC Aggression Against Taiwan Act to the end of title XII of bill S. 2296.
The purpose of this addition is to prepare the United States to impose sanctions on military or non-military entities owned by, controlled by, or acting for the Government of the PRC or the Chinese Communist Party if they support actions to:
- Overthrow or dismantle Taiwan's governing institutions.
- Occupy territory controlled or administered by Taiwan.
- Violate Taiwan's territorial integrity.
- Take significant action against Taiwan, such as a naval blockade, seizing outlying islands, or carrying out significant physical or cyber attacks that stop governing institutions from operating or providing essential services to citizens.
To achieve this, the amendment adds requirements to:
- Establish a PRC Sanctions Task Force consisting of the Coordinator for Sanctions of the Department of State, the Director of the Office of Foreign Assets Control of the Department of the Treasury, and other agencies.
- Develop a strategy to identify sanction targets, analyze economic consequences for the U.S. and its partners, coordinate with allies, and identify resource gaps in federal agencies.
- Require the Task Force to submit a strategy to specific congressional committees and provide classified reports semiannually regarding identified entities, necessary authorities, and economic impacts.
