What this amendment would do
This amendment, submitted by Mr. Risch and Mrs. Shaheen, proposes to add the International Trafficking Victims Protection Reauthorization Act of 2025 to the larger bill (S. 2296). Its purpose is to strengthen and update U.S. efforts to combat human trafficking globally and protect vulnerable workers.
The amendment aims to change or add the following to the bill:
Combatting Trafficking Abroad
- Requires the Treasury Secretary to encourage multilateral development banks to include counter-trafficking strategies in projects for countries on the Tier 2 Watch List, Tier 3, or those listed as Special Cases.
- Updates the Foreign Assistance Act of 1961 to prioritize effective counter-trafficking policies and ensures assistance does not increase trafficking risks during natural or manmade disasters.
- Modifies the technical rankings and terminology for the Tier 2 Watch List.
Program and Protection Updates
- Extends the Program to End Modern Slavery through 2029 and requires grant recipients to publish subgrantee names publicly or provide them to Congress in a classified annex.
- Clarifies the definition of nonhumanitarian, nontrade-related foreign assistance that can be withheld from governments that do not meet minimum trafficking standards.
- Expands the Domestic Worker In-Person Registration Program for A-3 and G-5 visa holders, including national expansion, rights notifications, and reporting of wages.
Funding and Accountability
- Extends authorizations and increases funding for the Victims of Trafficking and Violence Protection Act of 2000 for 2026 through 2030.
- Extends authorizations for the International Megan's Law through 2029.
- Mandates that the Secretary of State brief congressional committees on country tier ranking changes and the justification for any presidential waivers.
