What this amendment would do
This amendment, also known as the "Break Up Suspicious Transactions of Fentanyl Act" or "BUST FENTANYL Act," aims to increase government oversight and penalties regarding the trafficking of fentanyl and other synthetic opioids.
The amendment adds the following changes and requirements to the bill:
-
Reporting and Oversight: It requires the Secretary of State and the Attorney General to submit a detailed report and a classified briefing to Congress. These must cover efforts to stop fentanyl trafficking and precursors from the People's Republic of China (PRC), as well as efforts to establish DEA offices in Shanghai and Guangzhou.
-
Targeting the PRC: The President must prioritize identifying people and entities from the PRC involved in shipping fentanyl, precursors, and manufacturing equipment to Mexico or other countries.
-
Expanded Sanctions: It expands the Fentanyl Sanctions Act to allow the President to sanction foreign persons, financial institutions, or government agencies that knowingly contribute to opioid trafficking or provide material support for those who do.
-
Other Drug Control Updates:
- It changes the deadline for the International Narcotics Control Strategy Report from March 1 to June 1.
- It requires an annual report on efforts to prevent methamphetamine smuggling into the U.S. from Mexico, including identifying source countries and their actions to stop precursor diversion.
