What this amendment would do
The proposed amendment, titled the International Nuclear Energy Act of 2025, aims to create a comprehensive U.S. strategy for the export and coordination of civil nuclear energy. Its primary purpose is to increase U.S. competitiveness in the global nuclear market, specifically by providing alternatives to financing and technology from the Russian Federation and the People's Republic of China.
To achieve this, the amendment seeks to add the following to the bill:
-
White House Leadership: The establishment of an Office of the Assistant to the President and Director for International Nuclear Energy Export Policy to coordinate a "whole-of-government" strategy for civil nuclear exports and cooperation.
-
Strategic Planning and Coordination: The creation of a Nuclear Exports Working Group tasked with developing a 10-year civil nuclear trade strategy with biennial export targets.
-
Support for New Nuclear Nations: The launch of initiatives to assist embarking civil nuclear nations (countries starting or expanding nuclear programs) through education, training, and financial assistance, including grants up to $5.5 million.
-
International Partnerships: Requirements for the Secretary of State to hold meetings with at least five ally or partner nations to collaborate on the research, licensing, and deployment of advanced nuclear reactors.
-
New Resources and Funding:
- A proposed Advanced Reactor Coordination and Resource Center to help new nuclear nations identify service providers and develop regulatory standards.
- A Strategic Infrastructure Fund Working Group to study the feasibility of a fund for capital-intensive projects like civil nuclear technologies and microprocessors.
- The authorization of specific funds, including $15.5 million for the Secretary of Energy and $50 million for the Secretary of State to support these programs through 2030.
-
Diplomatic Engagement: The creation of a joint consultative mechanism with the Government of India to discuss nuclear liability rules and assess existing cooperation agreements.
-
Global Forum: The establishment of a biennial Cabinet-level international conference focused on nuclear safety, security, safeguards, and sustainability.
