What this amendment would do

SA 3610 is an amendment proposed by Mr. Grassley and Mr. Durbin to be added to bill S. 2296. Its purpose is to modify the requirements for transferring United States defense articles and services among the Baltic states, which are defined as Estonia, Lithuania, and Latvia.

Changes to Transfer Requirements

The amendment aims to change how defense items are moved between these countries by adding the following:

  • Removal of Presidential Consent: Retransfers of United States-origin mobile rocket artillery systems among the Baltic states will not require prior Presidential consent. This authority expires 10 years after the Act is enacted.

  • Agreement Modifications: Agreements between the United States and a Baltic state will not require the Baltic state to get U.S. approval to transfer defense articles or services to another Baltic state. The United States will modify existing agreements to remove this requirement if a Baltic state requests it.

New Requirements for the Secretary of Defense

The amendment adds a requirement for the Secretary of Defense to create a common coalition key or a similar technological solution. This is for the purpose of sharing High Mobility Artillery Rocket Systems (HIMARS) ammunition among the Baltic states for operational and training purposes.
