What this amendment would do

This amendment, proposed by Mrs. Blackburn and Mr. Peters, aims to add Section 1085 to bill S. 2296. Its purpose is to create an assessment for how Federal agencies move to post-quantum cryptography, which are methods not specifically vulnerable to attacks by quantum or classical computers.

The amendment adds the following requirements:

  • Subcommittee Duties: The Subcommittee on the Economic and Security Implications of Quantum Information Science must develop a National Quantum Cybersecurity Migration Strategy, define a cryptographically relevant quantum computer, and set standards to identify such computers. They must also assess the urgency of migration for each Federal agency and identify performance measures for four stages of migration. Additionally, they must monitor high-risk entities, including critical infrastructure providers.

  • Pilot Program: The subcommittee must start a post-quantum pilot program requiring every Federal agency to upgrade at least one high-impact system to post-quantum cryptography by January 1, 2027.

  • Office of Electronic Government Duties: The Administrator of the Office of Electronic Government must survey agency heads regarding the cost, personnel, equipment, and time needed for migration. They must verify this information is fiscally sound, identify necessary resources, and describe how to encourage private sector adoption.

  • Reporting: The Director of the Office of Management and Budget and the subcommittee chairpersons must give Congress a report within one year covering the migration assessments, the pilot program, and the cost surveys.
