What this amendment would do
SA 3603, submitted by Mr. Hickenlooper, aims to add a section to title XV of bill S. 2296. The purpose is to prioritize the development of a dedicated logistics layer to support on-orbit operations for the Golden Dome missile defense architecture.
The amendment requires the Program Manager to ensure this logistics layer achieves the following:
- Extends the operational lifespan of Golden Dome assets.
- Reduces risk in congested orbital regimes.
- Enables rapid deployment and repositioning of sensors and interceptors.
- Supports battlefield clearing operations for space debris.
- Facilitates a cost-effective in-space refueling architecture.
- Ensures operational readiness and persistent coverage of the interceptor constellation via sustainment, servicing, and in-orbit refueling.
Additionally, the Program Manager must provide a report to the congressional defense committees regarding the steps taken to develop this layer and the initial concepts.
