What this amendment would do

SA 3602, submitted by Mr. Hickenlooper, aims to add a new section to bill S. 2296. The purpose is to create a strategy for treating traumatic brain injuries using digital health technologies by amending section 735 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023.

The amendment adds the following requirements:

  • Working Group: The Secretary must establish a working group consisting of Armed Forces members, Department of Defense civilian employees, and non-federal experts in engineering, implementation science, biomedical informatics, or traumatic brain injury clinical care.

  • Strategy Elements: The group must develop a strategy that includes:

    • Identifying capability gaps in treating traumatic brain injuries that artificial intelligence and digital health technologies could fix.
    • Analyzing current acquisition, development, and research efforts, including commercial off-the-shelf solutions.
    • Making recommendations for advances needed to improve treatment and address identified gaps.
    • Creating a recommended investment plan to field these technologies.
  • Accountability: The Secretary is required to brief the congressional defense committees on this strategy by September 30, 2026.
