What this amendment would do
SA 3590, submitted by Mr. Sanders for Mr. Welch, aims to add a section to bill S. 2296 that limits military operations and activities in Yemen.
The purpose of this amendment is to stop the Department of Defense from engaging in military operations or activities that affect the waters, airspace, or territory of the Republic of Yemen, unless Congress has authorized them.
There are two specific exceptions to this limit:
- Operations against ISIS-Yemen or Al Qaeda in the Arabian Peninsula are not prohibited.
- Non-lethal investigative, counterintelligence, or intelligence activities by the United States Government in the Republic of Yemen are not limited or disrupted.
