What this amendment would do

SA 3588, submitted by Mr. Sanders for Mr. Welch, aims to add a new section to bill S. 2296.

The purpose of this amendment is to prohibit the use of Department of Defense funds for fiscal year 2026 to transfer or support the transfer of any person from the United States to the United States Naval Station, Guantanamo Bay, Cuba.

This prohibition applies specifically to transfers made for the following purposes:
