What this amendment would do
SA 3575 is an amendment proposed by Mr. Cornyn and Mr. Warner to be added to bill S. 2296. Its purpose is to establish a United States policy of using export controls to help protect internationally recognized human rights.
The amendment aims to add Section 1265, which requires the Secretary of Commerce to lead a review of items subject to controls for crime control reasons. This review must be done in coordination with the Secretary of State, the Director of National Intelligence, and other relevant Federal agencies.
Following the review, the Secretary must submit a report to specific congressional committees to determine if more export controls are needed. The report must consider the following:
- Whether controls should be placed on additional items that can enable human rights abuses, specifically those involving:
- DNA sequencing.
- Identification of people through biometric indicators, voice recognition, or facial recognition.
- Monitoring or restricting the use of or access to the internet.
- Surveillance, restriction, or interception of communications.
- Social control or censorship.
- Whether controls on end-users and end-use should be imposed if there is knowledge or a determination that an item will be used to enable internationally recognized human rights abuses.
- How multilateral cooperation with other governments affects these controls.
