What this amendment would do

This amendment, submitted by Mr. Young, aims to add a new subtitle to bill S. 2296 called the Helping Allies Respond to Piracy, Overfishing, and Oceanic Negligence Act, also known as the HARPOON Act.

The purpose of this amendment is to:

  • Change the law by adding Counter-illegal, unreported, and unregulated fishing operations to the authority used to build the capacity of foreign security forces.

  • Require the Secretary of the Navy and the Commandant of the Coast Guard to work with foreign partners to create joint patrols. These patrols are meant to improve counter-IUU fishing efforts, fight transnational crime, and improve regional security.

  • Establish a reporting requirement where the Secretary and the Commandant must provide an annual report to specific House and Senate committees. This report will cover things like the effectiveness of operations, countries interested in cooperation, and any resource limitations.
