What this amendment would do

This amendment, submitted by Mr. Peters, aims to add a new section to bill S. 2296 to establish the Commercial Space Activity Advisory Committee.

The purpose of this addition is to create a group of 15 members, appointed by the Secretary of Commerce, to provide guidance and recommendations on the commercial space industry.

Key Objectives

The Committee is designed to perform the following duties:

  • Advise on the status and recent developments of nongovernmental space activities.

  • Recommend ways the United States can promote a safe, sustainable, and innovative commercial space sector, including the use of regulatory frameworks.

  • Identify and provide recommendations regarding challenges such as export controls, international obligations, radio frequency spectrum access, and harmful interference in outer space.

  • Review best practices to prevent the harmful contamination of celestial bodies like the Moon and to avoid adverse environmental changes on Earth from extraterrestrial matter.

  • Provide general advice and information on commercial space sector activities in outer space.

Operational Details

  • Membership: Members must have significant experience in the commercial space industry across fields like science, finance, legal, and engineering. Generally, Federal employees cannot be appointed unless they are special government employees serving on other advisory committees.

  • Terms: Members are appointed for terms of no more than 4 years and cannot serve again for 2 years after their term ends.

  • Timeline: The Committee must be established within 180 days of the Act's enactment and will terminate 10 years after it is established.
