What this amendment would do

SA 3569, submitted by Mr. Whitehouse, aims to add a new section to bill S. 2296. The purpose is to require the Under Secretary of Defense for Acquisition and Sustainment to update the Unified Facilities Criteria and the Unified Facilities Guide Specifications regarding the use of fiber-reinforced polymer composites in concrete.

The amendment seeks to change the building code and specifications by adding the following:

  • References to ACI Code 440.11-22 (or successor standards) into the Department of Defense building code.
  • References to ASTM International D7957 and ACI Code 440.1R-15 (or successor standards) for using fiber-reinforced polymer bars in concrete rehabilitation.
  • Specifications for using fiber-reinforced polymer dowels and reinforcing bars in cast-in-place concrete that reference ASTM D8444 and ASTM D8505.

The Under Secretary does not have to carry out these changes if they determine it is not advisable. If that happens, the Under Secretary must send a report to the House and Senate Committees on Armed Services explaining why it is not advisable and what research and development is needed to reconsider the requirement.
