What this amendment would do
SA 3565, submitted by Mr. Johnson, proposes to add the Safeguarding the Homeland from the Threats Posed by Unmanned Aircraft Systems Act of 2025 to bill S. 2296.
The purpose of this amendment is to give the Department of Homeland Security and the Department of Justice the authority to detect, identify, monitor, track, and mitigate threats from unmanned aircraft systems (drones) at covered facilities or assets.
Key additions and changes include:
- Expanded Authority: It allows officials to take actions such as warning operators, disrupting control, seizing drones, or using reasonable force to destroy them to protect high-risk facilities.
- Limited Access: It grants specific authority to airport owners, critical infrastructure operators, and certain law enforcement agencies to detect and track drones using approved equipment.
- Pilot Program: It creates a program to let up to 60 designated State, local, Tribal, and territorial law enforcement agencies help mitigate drone threats over a five-year period.
- Federal Database: It authorizes the creation of a government database to share data on security-related drone incidents between different levels of law enforcement.
- Accountability and Privacy: It requires the Secretary and Attorney General to provide semiannual briefings to Congress, follow First and Fourth Amendment privacy protections, and coordinate with the FAA to ensure flight safety.
