What this amendment would do

SA 3562, submitted by Mr. JOHNSON, is an amendment to bill S. 2296. This bill deals with authorizations for fiscal year 2026 for the Department of Defense, military construction, and Department of Energy defense activities.

The purpose of this amendment is to add a new section called "STUDY ON PHARMACEUTICAL INGREDIENTS". It aims to have the Secretary of Health and Human Services work with the RAND Corporation to perform a study and report on the following:

  • The amount that drug manufacturers use foreign sources for active pharmaceutical ingredients and precursor chemicals for drugs sold in the United States market.
  • Any other, regulatory, or statutory barriers that stop these ingredients and chemicals from being produced domestically.
