What this amendment would do
This amendment, known as the Scam Compound Accountability and Mobilization Act, aims to add a new subtitle to bill S. 2296. Its purpose is to combat the threat of transnational cyber-enabled fraud and human trafficking carried out by criminal organizations operating "scam compounds."
The amendment seeks to add the following to the bill:
-
A Formal Strategy: It requires the Secretary of State to create a comprehensive plan to counter scam compounds. This includes identifying "enabling" and "impacted" countries, investigating connections to the People's Republic of China (PRC), and finding the resources needed to stop money laundering and forced criminality.
-
An Interagency Task Force: It mandates the creation of a task force to coordinate the strategy, monitor scam operations, and provide annual public reports to Congress for six years.
-
Accountability Tools: It grants the President the authority to impose sanctions on foreign persons who provide financial, technological, or material support to scam compounds and their enabling services.
-
Victim Support: It emphasizes the need for victim-centered support for survivors of human trafficking and forced criminality so they are not punished for crimes they were forced to commit.
