What this amendment would do
This amendment, known as the Haiti Criminal Collusion Transparency Act of 2025, aims to add a new section to the bill to expose and punish the ties between criminal gangs and the political and economic elites in Haiti.
The amendment adds the following requirements and actions:
-
Reporting: The Secretary of State must provide a report to Congress every year for 5 years. This report must identify criminal gangs and their leaders, list political and economic elites with significant links to those gangs, and describe how these relationships are used to advance agendas. It also requires an assessment of how this collusion threatens the people of Haiti and United States interests.
-
Sanctions: Within 90 days of the report, the President must impose sanctions on the identified gang leaders and elites. These sanctions include:
- Blocking their property and interests in the United States.
- Making them inadmissible to the United States, which includes denying visas or revoking current ones.
-
Exceptions and Waivers: Sanctions will not apply to humanitarian aid, such as food and medicine for Haiti, or to certain international obligations. The President can waive sanctions if it is certified as vital to U.S. national security.
-
Timeline: This specific section of the act expires 5 years after it is enacted.
