What this amendment would do
The MEGOBARI Act (Mobilizing and Enhancing Georgia's Options for Building Accountability, Resilience, and Independence Act) is an amendment to bill S. 2296. Its purpose is to protect and secure democracy in the country of Georgia and support its goals of joining NATO and the European Union.
The amendment aims to add a new section to the bill that focuses on the following:
-
Policy and Goals: It establishes a U.S. policy to support Georgia's sovereignty, combat Russian aggression, and promote democratic values such as free elections, an independent judiciary, and the rule of law. It calls for the release of political prisoners and an investigation into the October 2024 elections.
-
Accountability and Sanctions: It gives the President authority to impose sanctions on foreign persons—including Georgian officials and their family members—who engage in corruption, violence, or intimidation to block Georgia's Euro-Atlantic integration. Sanctions include blocking property and denying visas.
-
Oversight and Reporting: It requires the Secretary of State to provide reports to Congress on Russian and Chinese intelligence assets in Georgia and a five-year strategy for U.S.-Georgia bilateral relations.
-
Conditional Assistance: It suggests that the U.S. should enhance technical, academic, and military cooperation only after the President certifies that Georgia has made significant progress in renewing its democracy and advancing its integration with Europe and NATO.
