What this amendment would do

This amendment, known as the "STOP China and Russia Act of 2025," aims to stop the People's Republic of China (PRC) from supporting the defense industrial base of the Russian Federation. It adds a new subtitle to the bill to target PRC persons and entities that help Russia's military efforts.

The amendment proposes the following changes and additions:

  • Imposition of Sanctions: It requires the President to impose sanctions on PRC persons who knowingly provide specific goods or services to the Russian Armed Forces or their defense industrial base. These goods include advanced sensors, fiber optic cables with military use, chemical coatings, propellant components, lubricant additives, and computer numerical control tools.

  • Types of Penalties: The sanctions include blocking property and interests in property located in the U.S. or controlled by U.S. persons. Additionally, involved aliens would be deemed inadmissible to the U.S., and their current visas would be revoked.

  • Targeting Arms Manufacturers: The President must determine if specific Chinese entities—such as the China State Shipbuilding Corporation and Aviation Industry Corporation of China—are selling or transporting weapons or restricted goods to Russia, and impose sanctions if they are.

  • International Strategy: It requires the Secretary of State and the Secretary of the Treasury to create a strategy to work with U.S. allies (including the European Union, UK, Japan, South Korea, Australia, and New Zealand) to coordinate diplomatic actions, sanctions, and export controls.

  • Accountability: The Secretary of State must provide progress reports to congressional committees every 90 days to assess if the strategy is effectively undermining PRC support for Russia's war in Ukraine.
