What this amendment would do

SA 3547, submitted by Mrs. Gillibrand and Mr. Schumer, aims to modify the funding and reporting requirements for the World Trade Center Health Program. It proposes adding a section regarding funding for this program to the end of subtitle F of title X of bill S. 2296.

The amendment seeks to change the following:

  • Funding Formulas: It amends the Public Health Service Act to adjust how funding is determined for fiscal years 2026 through 2090. This includes multiplying previous fiscal year amounts by 1.07 and applying a ratio based on the number of individuals enrolled in the program.

  • Fiscal Year Adjustments: It specifies funding amounts for fiscal year 2025 and fiscal year 2026, including options for the 2026 amount to be the greater of a previously determined amount or the previous year's expenditures increased by 25 percent.

  • Technical Amendments: It mandates that remaining amounts in the Supplemental Fund, Special Fund, and Pentagon/Shanksville Fund revert to the Treasury.

  • Reporting: It requires the Secretary of Health and Human Services to submit a report to Congress within 3 years. This report must include:

    • Budgetary needs projections through fiscal year 2090.
    • A review of program modeling from 2017 up to the year before the report is issued.
    • An assessment of projected expenditures through fiscal year 2090.
    • Recommendations to change the funding formula to fully offset anticipated expenditures through fiscal year 2090.
