What this amendment would do
SA 3536, submitted by Mr. Scott of Florida, aims to change how the Inspector General for the Board of Governors of the Federal Reserve System and the Bureau of Consumer Financial Protection is appointed and managed.
The amendment proposes to add the following to the bill:
- It adds the Board of Governors of the Federal Reserve System and the Bureau of Consumer Financial Protection to section 401 of title 5, United States Code.
- It adds the Chairman of the Board of Governors of the Federal Reserve System to section 401, paragraph (3).
- It removes specific language from section 415 regarding these two entities.
- It creates a new section, Sec. 425, which gives the Inspector General authorities and responsibilities over:
- The Bureau of Consumer Financial Protection, treating it as if it were part of the Board of Governors of the Federal Reserve System.
- A Federal reserve bank without needing permission from that bank.
- It establishes that certain provisions from section 412 of title 5 shall apply to the Inspector General and the Chairman of the Board of Governors in the same way they apply to the Inspector General of the Department of the Treasury and the Secretary of the Treasury.
