What this amendment would do
SA 3535, submitted by Mr. Scott of Florida, aims to change how the Inspector General for the Board of Governors of the Federal Reserve System and the Bureau of Consumer Financial Protection is appointed and managed.
The amendment adds a new section to the law that includes the following changes:
-
It adds the Board of Governors of the Federal Reserve System and the Bureau of Consumer Financial Protection to specific sections of title 5, United States Code, and includes the Chairman of the Board of Governors of the Federal Reserve System.
-
It establishes that the Inspector General for these entities will have all authorities and responsibilities provided by the chapter, treating the Bureau of Consumer Financial Protection as if it were part of the Board of Governors of the Federal Reserve System.
-
It allows the Inspector General to act with respect to a Federal reserve bank without needing permission from that bank.
-
It links the roles of the Inspector General and the Chairman of the Board of Governors of the Federal Reserve System to the same provisions that apply to the Inspector General of the Department of the Treasury and the Secretary of the Treasury, with some specific exceptions.
These changes are set to take effect on January 31, 2029.
