What this amendment would do

SA 3522, submitted by Mr. Kelly, is an amendment to bill S. 2296. The purpose of this amendment is to add a new section (Section 350) regarding the conveyance of specific aircraft.

The amendment aims to add the following to the bill:

  • Transfer Authority: It allows the Secretary of the Navy to transfer all right, title, and interest of one or more F-14 Tomcat aircraft from the Department of the Navy or Department of Defense to the National Naval Aviation Museum in Pensacola, Florida. This can be done via sale, gift, loan, or other means.

  • Restoration and Operation: It allows the Museum to make agreements with qualified nonprofit organizations to restore and operate these aircraft for commemorative events, airshows, and public display to preserve naval aviation heritage.

  • Cost Requirements: The transfer must be at no cost to the United States. The Museum is responsible for all costs related to the conveyance, operation, maintenance, and compliance with transfer terms.
