What this amendment would do
This amendment, submitted by Mr. Van Hollen and Mr. Curtis, aims to add a new section to bill S. 2296 called the Taiwan Allies Fund Act. Its purpose is to support Taiwan's international presence and protect its diplomatic relationships.
The amendment proposes the following:
- Funding: It authorizes $40,000,000 for each fiscal year from 2026, 2027, and 2028 to support Taiwan's international space.
- Eligible Countries: Funds are for countries that maintain official or strengthened unofficial relations with Taiwan, have faced coercion or pressure from the People's Republic of China, and lack the capability to respond without United States support. No single country can receive more than $5,000,000 in a fiscal year.
- Authorized Uses: Money can be used for:
- Health initiatives that offer alternatives to the Health Silk Road.
- Building resilience in media, civil society, and nongovernmental organizations to counter the influence and propaganda of the People's Republic of China.
- Diversifying supply chains away from the People's Republic of China.
- Providing alternatives to project financing and development assistance from the People's Republic of China.
- Helping Taiwan participate in multilateral organizations and international fora.
- Providing alternatives to the People's Republic of China for information and communications technology infrastructure and components.
- Implementation: The Secretary of State will lead these activities in consultation with the Administrator for the United States Agency for International Development, the Director of the American Institute in Taiwan, and other relevant federal agencies.
- Accountability: The Secretary of State must submit an annual report to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs. This report must include the funding amounts, the goals of the activities, an assessment of their success, and whether Taiwan provided commensurate funding.
