What this amendment would do
SA 3497, submitted by Mr. Van Hollen, aims to add a new section (SEC. 923) to the end of subtitle B of title IX of bill S. 2296.
The purpose of this amendment is to establish a sense of Congress regarding the Civilian Protection Center of Excellence. Specifically, it aims to add the following points:
-
The Department of Defense must operate the Civilian Protection Center of Excellence and keep enough staff and resources for it to achieve its purpose under section 184 of title 10, United States Code.
-
The Department of Defense cannot dismantle, disestablish, or stop the functional operation of the Center unless an Act of Congress authorizes it.
-
Any actions to stop the functional operation, dismantle, or disestablish the Center would go against the rule of law and the intent of Congress.
