What this amendment would do
SA 3491, submitted by Mrs. BLACKBURN, aims to add a requirement for the Secretary of the Air Force to provide a report on the plan to recapitalize KC-135 air refueling wings that will not get KC-46A Pegasus aircraft.
The amendment requires this report to be submitted to the congressional defense committees within 180 days after the Act is enacted, in consultation with the Director of the Air National Guard.
The report must include:
-
A full list of active duty, Air National Guard, and Air Force Reserve KC-135 units, detailing their current mission, aircraft inventory, and personnel levels.
-
The criteria and timeline for recapitalizing KC-135 aircraft, including how KC-46A deliveries are prioritized and why specific units are selected.
-
The long-term plan for units not getting KC-46A aircraft, such as sustainment of legacy fleets, mission conversions, or planned deactivations.
-
An evaluation of how these decisions affect air refueling capability and operational risk for the United States Indo-Pacific Command, United States European Command, and other combatant commands.
-
A plan for an equitable transition for Air National Guard units, specifically mitigation for wings that keep operating legacy KC-135 aircraft.
-
Recommendations for legislative actions, authorities, or extra resources needed to maintain air refueling operations and support the recapitalization plan.
