What this amendment would do
SA 3484, submitted by Mr. Kelly and Mr. Cornyn, aims to add a new section (SEC. 923) to bill S. 2296. The purpose is to allow the Secretary of Defense to create a subcommittee under an existing board of advisors to review technologies, processes, and investment related to combined joint all-domain command and control.
The amendment specifies that the subcommittee will be made up of a subset of the board of advisors members and will terminate on December 31, 2029.
The subcommittee may review the following:
- Processes for integrating joint effects chains for priority operational challenges.
- Data architectures, including the potential use of machine learning and artificial intelligence.
- Networking technologies, including potential roles for machine learning and artificial intelligence.
- Enterprise and edge cloud technologies.
- Methods for a platform-agnostic joint common operating picture via data accessibility, integration into combatant command workflows, interoperability, and the incorporation of commercial communications technologies.
- Interoperability technologies, such as the System-of-Systems Technology Integration Tool Chain for Heterogeneous Electronic Systems (STITCHES).
- Interoperability technologies used to integrate vehicles from the Replicator project with battle networks.
- Any other matters the Secretary of Defense deems relevant.
