What this amendment would do
SA 3483, submitted by Mr. McCormick, aims to change section 1012 of bill S. 2296 regarding the use of funds in the National Defense Sealift Fund for purchasing certain used foreign constructed vessels.
The amendment proposes the following changes:
-
Excluded Vessels: It defines an "excluded vessel" as one constructed or substantially modified by an entity in the People's Republic of China, or constructed by a Chinese military company. It specifies that "excluded vessels" are not to be included when purchasing used vessels.
-
Purchase Limitations: The Secretary can only purchase more than 10 foreign-constructed vessels if, for every vessel purchased after the tenth, the Secretary also purchases two vessels that meet these criteria:
- Purchased using National Defense Sealift Fund money.
- Constructed in a United States ship yard.
- Managed by a commercial vessel construction manager.
-
Technical Corrections: The amendment updates specific legal references within Section 2218 of title 10, United States Code.
