What this amendment would do
SA 3473, submitted by Mr. Lankford, aims to add a Pilot Program for Property Acquisitions to bill S. 2296.
The purpose of this amendment is to allow certain local governments, known as covered communities, to apply directly to the Administrator of the Federal Emergency Management Agency for hazard mitigation assistance. This assistance is specifically for:
- Property acquisition
- Structure demolition
- Relocation assistance
The Administrator will select no more than two local governments from each Federal Emergency Management Agency region, with a limit of one local government per State. These communities must be able to meet statutory and regulatory requirements with limited State assistance and have positive feedback from their State.
The program is designed to last no more than 48 months for participating communities and will terminate no later than 8 years after the communities are selected. The Administrator is required to provide annual reports to the appropriate congressional committees to evaluate if the program expedited the acquisition process and whether it should be made permanent, extended, or ended.
