What this amendment would do
The amendment, titled the Honoring Civil Servants Killed in the Line of Duty Act, aims to establish and increase financial support for federal employees and their survivors when a death occurs in the line of duty.
It seeks to add the following changes to the bill:
-
Death Gratuity Payments: It creates a death gratuity of $100,000 for employees killed in the line of duty, provided the death was not caused by intoxication, willful misconduct, or an intention to cause injury or death. This amount will be adjusted annually based on the Personal Consumption Expenditures Price Index.
-
Funeral Expenses: It increases the amount for funeral expenses from $800 to $8,800, with annual adjustments based on Secretary of Labor determinations.
-
Armed Forces Service: It ensures that death gratuities for injuries incurred during service with an armed force are adjusted annually and cannot be reduced by other federal death gratuities based on the same death.
-
Service Abroad: It updates rules for death gratuities for those performing duty abroad, requiring a determination by the Secretary of Labor that the death resulted from an injury sustained in the performance of duty.
-
Emergency and Oversight: It authorizes supplemental appropriations for payments during natural disasters or acts of terrorism and requires agency heads to notify the Comptroller General of payments. It also mandates annual reports and an audit of these payments.
