What this amendment would do
SA 3460, submitted by Ms. Rosen, aims to add a new section to bill S. 2296 called the Report on Visa Operations. This amendment requires the Secretary of State to provide a report to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs within 90 days of the Act's enactment.
The purpose of this addition is to obtain a report on visa backlogs and whether it is feasible to give priority visas to people from countries that are strategically important to the United States tourism industry.
The report must cover these specific points:
-
The current status of visa wait times and backlogs, as well as the justification for recommendations to improve consular processes.
-
How reductions in force have impacted consular efficiency, processing times, and the applicant experience.
-
Whether non-consular Department of State personnel have been used to help with consular operations during high-demand periods.
-
If it is viable to temporarily assign non-consular personnel to consular operations when demand is high.
-
How technology, such as artificial intelligence, could be used to reduce visa backlogs.
