What this amendment would do

SA 3450, submitted by Mrs. Fischer, aims to add a Military-Civilian Medical Surge Program to the bill.

The purpose of this amendment is to create a program of record that improves the capacity and interoperability of the National Disaster Medical System. It does this by establishing partnerships between the Secretary of Defense and various health care entities, such as:

  • Public, private, and nonprofit health care organizations.
  • Health care institutions and entities.
  • Academic medical centers of institutions of higher education.
  • Hospitals.

The program is designed to allow civilian medical personnel to quickly mobilize support for military medical treatment facilities during specific events, including:

  • National emergency declarations.
  • Public health emergencies.
  • Declarations of war by Congress.
  • Executive powers exercised under the War Powers Resolution.
  • Other major disasters or emergencies declared by the President.

The Secretary must select at least eight locations that are transport hubs, logistics centers, or operationally relevant to Department of Defense missions. Additionally, the Secretary is required to submit annual reports to the Senate and House Committees on Armed Services starting July 1, 2026, regarding the program's readiness and capabilities.
