What this amendment would do

The REVEAL Act of 2025 (Reporting Exemptions and Vetting Excessive Access Limitations Act of 2025) is an amendment proposed by Mr. Tuberville to be added to bill S. 2296.

The purpose of this amendment is to establish reporting requirements for the Director of National Intelligence regarding need-to-know waivers active within the intelligence community.

It aims to add the following requirements to the bill:

  • Initial Report: The Director of National Intelligence must submit a report to the appropriate congressional committees within 90 days of the Act's enactment. This report must identify each need-to-know waiver active as of January 19, 2025, including the date, the recipient, the person who issued the waiver, and the reason for it.

  • Annual Reports: For five years starting no later than September 30, 2026, the Director of National Intelligence must submit reports on need-to-know waivers active as of the report date and those issued during the fiscal year. These reports must also include the date, recipient, issuer, and reason for each waiver.

  • Reporting Format and Distribution: Reports must be submitted in unclassified form, though they may have a classified annex. Within 30 days of submitting these reports to the appropriate congressional committees, the Director of National Intelligence must transmit them to Congress and all relevant congressional staff.
