What this amendment would do
The REVEAL DOD Act of 2025 (SA 3444) is an amendment proposed by Mr. Tuberville to be added to bill S. 2296. Its purpose is to establish reporting requirements regarding need-to-know waivers active within elements of the intelligence community.
The amendment aims to add the following requirements to the bill:
-
Initial Report: The Inspector General of the Department of Defense must submit a report to the House and Senate Armed Services Committees within 90 days of the Act's enactment. This report must identify each need-to-know waiver active as of January 19, 2025, including the date, the recipient, the person who issued it, and the reason for the waiver.
-
Annual Reports: Starting no later than September 30, 2026, and continuing for five years, the Inspector General must provide annual reports on need-to-know waivers active as of the report date and those issued during that fiscal year. These reports must contain the same details: date, recipient, issuer, and reason.
-
Reporting Format and Delivery: Reports must be unclassified but can include a classified annex. The Director of National Intelligence is required to transmit these reports to Congress and relevant congressional staff within 30 days of their submission to the appropriate committees.
