What this amendment would do
SA 3443, submitted by Mr. Lankford, aims to add a section to bill S. 2296 called the Chinese Debt Study. The purpose of this amendment is to require the Secretary of State to track and report on Chinese equity and assets in countries where the United States has embassies.
The amendment adds the following requirements:
-
Reporting: Each U.S. embassy must prepare an annual report detailing a country's overall debt to the People's Republic of China, a list of financed infrastructure projects, assets owned by entities controlled by the Chinese government, and collateral for Belt and Road Initiative projects.
-
Monitoring: Diplomatic posts must designate at least one employee to monitor investments and compile these reports.
-
Database and Action: The Under Secretary of State for Economic Growth will create a centralized database of this information. This data will be used, in consultation with the Under Secretary of State for Political Affairs, to provide guidance to embassy leadership and staff to counter the influence of the People's Republic of China in those indebted countries.
