What this amendment would do

SA 3442, submitted by Mr. Lankford, is an amendment to bill S. 2296. This bill deals with appropriations for fiscal year 2026 regarding the Department of Defense, military construction, and Department of Energy defense activities.

The purpose of this amendment is to establish a sense of Congress regarding the increase of port and airfield capacity in the Indo-Pacific region.

It aims to add a section stating that the United States International Development Finance Corporation should prioritize alternative financing for countries in the Indo-Pacific region that meet two conditions:

  • They are targets of the predatory infrastructure development scheme of the People's Republic of China.
  • They are eligible for support under title II of the Better Utilization of Investments Leading to Development Act of 2018.

This is intended to address the growing influence of the People's Republic of China through infrastructure that can be shifted from economic to military uses.
