What this amendment would do
This amendment aims to restrict funding provided by the United States to the United Nations for assistance in Afghanistan.
The purpose is to prevent U.S. funds from being used in cash shipments into Afghanistan that could benefit terrorist organizations. Specifically, it adds a requirement that the Secretary of State must certify that:
- No U.S. funds are used in cash shipments by the United Nations into Afghanistan.
- No specially designated global terrorist organization receives funds from such cash shipments.
- No foreign terrorist organization receives funds from such cash shipments.
If the Secretary of State finds a previous certification was inaccurate, they must revoke it and provide the appropriate congressional committees with a notification and a detailed justification.
