What this amendment would do
SA 3429, submitted by Ms. Ernst, aims to add a new section (SEC. 1241) to bill S. 2296. The purpose is to have the Secretary of Defense try to create a partnership between the Department of Defense's Defense Innovation Unit and counterparts in Taiwan.
This partnership is intended to achieve the following:
- Increase market opportunities for defense technology companies based in the United States and Taiwan.
- Strengthen the defense industrial base of Taiwan.
- Use emerging technology to harmonize global security posture.
- Stop the Chinese Communist Party and its aligned adversarial proxy groups from developing dual-use defense technologies.
Additionally, the Secretary of Defense would work with the Ministry of National Defense of Taiwan to:
- Coordinate on defense industrial priorities.
- Make research and development for emerging defense technology more streamlined.
- Create more pathways to market for defense technology startups.
- Work together on developing dual-use defense capabilities, specifically including microchips, drones, artificial intelligence, missile technology, directed energy weapons, and intelligence, surveillance, and reconnaissance technology.
