What this amendment would do
SA 3420, submitted by Mr. Moran, aims to add a new subtitle to title X of bill S. 2296. Its purpose is to require all aircraft, including military aircraft, to have ADS-B In and ADS-B Out equipment when operating in Class B airspace.
This equipment must meet the performance requirements specified by the Administrator and must be installed, activated, and receiving while the aircraft is in flight or taxiing.
The amendment adds the following changes:
-
Prohibits Exemptions: It stops the Secretary of Transportation or the Administrator from enforcing any regulation that exempts aircraft from these equipment requirements.
-
Repeals Previous Exemptions: It repeals Section 1046 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019, which provided an exemption for certain Department of Defense aircraft.
