What this amendment would do
This amendment, submitted by Mr. Budd and Mr. Kelly, aims to add a new section to bill S. 2296 regarding the disposition of weapons and materiel in transit from Iran to Houthis in Yemen.
The amendment proposes the following changes:
-
Treatment of Seized Goods: It allows the President to treat any weapons or materiel seized while traveling from the Islamic Republic of Iran to the Houthis in the Republic of Yemen as stocks of the United States.
-
Drawdown Authority: It amends the Foreign Assistance Act of 1961 to let the President provide these seized weapons and materiel to foreign partners.
-
Accountability: The President must submit a report to the appropriate committees of Congress every year, starting 180 days after the Act is enacted. This report must include: ** The number of times the authority to treat seized items as U.S. stocks was used. ** An inventory of the weapons and materiel treated as U.S. stocks. ** An inventory of the weapons and materiel given to foreign partners.
