What this amendment would do
SA 3406, submitted by Mr. Cornyn, aims to add a section to bill S. 2296 to create the Center for Dual Use Innovation.
The purpose of this amendment is to have the Secretary of Defense establish a center focused on robotics, aerospace, space, and other dual-use technologies. This is intended to move United States technology development forward through partnerships between the private sector and the Federal Government.
-
Center Details: The center will be assigned to the Defense Innovation Unit and must be located outside of the Washington, D.C. metro area and Silicon Valley. It must be in an area with access to commercial infrastructure, world class universities, and innovative companies.
-
Goals: The center aims to encourage the Federal Government to rapidly adopt innovative commercial technologies and encourage investment in dual-use technologies through U.S. capital markets.
-
Accountability: Within 90 days of establishing the center, the Secretary must provide a report to congressional defense committees. This report must include the center's elements, a strategy for industry and community engagement, and specific metrics to measure success.
-
Collaboration: The Secretary is required to engage with stakeholders such as startup companies, academic institutions, and U.S. manufacturers of dual use technology (including commercial robotics, aerospace, and space companies). The Secretary will also coordinate with other Federal agency heads to encourage participation and collaboration.
