What this amendment would do

SA 3403, submitted by Mr. Cornyn, aims to change how loans for defense articles and services are paid back to the United States.

The purpose of this amendment is to add options for repayment. Specifically, it changes the rules so that repayment does not have to be only in United States dollars. The amendment adds the following options for repayment:

  • Non-monetary assets of an equivalent value
  • Some combination of United States dollars and non-monetary assets

These changes would apply to Foreign Military Financing, Leasing Authority, and Loan Agreements under the Arms Export Control Act and the Foreign Assistance Act of 1961.
