What this amendment would do
SA 3398, also known as the Preventing Adversary Influence, Disinformation, and Obscured Foreign Financing Act of 2025 or the PAID OFF Act of 2025, aims to add a new section (SEC. 1067) to the bill.
The purpose of this amendment is to change how certain exemptions under the Foreign Agents Registration Act of 1938 are handled. Specifically, it seeks to:
-
Limit exemptions under subsections (d)(1), (d)(2), and (h) so they do not apply to any agent of a foreign principal acting for countries listed in section 1(m)(1)(A) of the State Department Basic Authorities Act of 1956.
-
Create a process for the Secretary of State, in consultation with the Attorney General, to propose adding or deleting countries from the definition of country of concern.
-
Require these proposals to be submitted to the Chairman and Ranking Member of the Senate Committee on Foreign Relations and the House Committee on the Judiciary, becoming effective only upon the enactment of a joint resolution of approval.
- 7/31/2025
- 5 Cosponsors added.
