What this amendment would do
SA 3389, submitted by Mr. Schiff, aims to change the annual report on military and security developments involving the Russian Federation.
The purpose of this amendment is to add a requirement for an assessment of the Russian Federation's use of chemical weapons during the preceding year. This assessment must include:
-
The use of substances prohibited by the Organization for the Prohibition of Chemical Weapons or other chemicals the United States considers a violation of international obligations during armed conflict.
-
The use of chemical agents or weapons to incapacitate, maim, or kill individuals outside of an armed conflict.
-
The actions the United States Government has taken to hold the Russian Federation accountable for these activities.
Additionally, the amendment urges the President to pursue economic sanctions, such as those under the Global Magnitsky Human Rights Accountability Act, when there is credible evidence that a foreign person was involved in the use of chemical weapons.
